If someone wanted to get involved in animal politics at the town level, what kind of animal welfare/animal rights ordinances or initiatives would you recommend putting forward?

Hi, thanks for contacting me! I’m so sorry that it has taken me this long to respond.
You have asked a great question!
It really depends on where you live and what you think the animals near you would need the most. For example, maybe your town has a high kill rate at its local animal shelter, and your town sells puppies. Then you could try proposing a law that would prevent the selling of puppies. Or another example concerning cats and dogs could be leash laws, or helping protect feral cat colonies. You could also consider what wildlife in your town needs protection.
It also could be an issue of strengthening current laws. Many laws remain outdated or don’t protect all the animals that they could. For example, check out your local anti-cruelty statutes to see what animals it protects, the extent of the punishment, what punishment entails, etc. If there are any laws concerning traveling circuses, maybe update the law to include more animals to prevent wild animals being forced to perform in your town.
I’m a member of the NYC Bar Association’s Animal Law Committee, and the Committee writes a letter to the Mayor and the Governor regarding policy recommendations. Check out the letters we wrote for some ideas: http://www2.nycbar.org/pdf/report/uploads/20072599-TransistionMemotoMayor-ElectBilldeBlasio.pdf; http://www2.nycbar.org/pdf/report/uploads/20072082-LettertoGovernorCuomoofferingitsviewsregardingimportantpolicydecisionsreanimals.pdf. You can see the other reports we have written here: http://www.nycbar.org/legislative-affairs/policy-issues-aamp-advocacy/legal-issues-pertaining-to-animals As you can see, there are so many ways to protect animals.
Good luck!
